seeing the advocating of cutting corners in art,especially by other artists, of any skill level. Unless tattooing, there is no reason to trace. Not in my eyes. And I cannot and will not be convinced otherwise.

It probably helps with training. 
Also, like good stories are retold many times, sometimes getting better, tracing may give the tracer something to work off of. Like how Shakespeare plagiarized much of his work and his talent lying not in his creative stories, but a turn of phrase. 
It may be possible that the tracer either cannot do the original, or that he doesn't want to waste his time "reinventing the wheel."
